Content :
A state is an organized political community under one government. The State is the second level or tier of government and is headed by a Governor.
Qualities of a State.
To be regarded as a state, a state must have the following qualities :
i. Population :
ii. Territory :
iii. Freedom to govern itself :
iv. Have it’s own government :
v. Resources to generate income :
vi. Presence of commerce :
Functions of a State
The major functions of a state are :
a. Maintaining law, order and stability. That is, to ensure the citizens obey the laws of the state.
b. Settling various kinds of disputes through the legal system (court of law). Examples dispute over lands, properties, Marriages, etc.
c. Providing common defence for the state. That is the Police.
d. Ensuring welfare of the citizens. For example : providing public facilities like hospital, schools, good pipe-borne water, electricity, etc.
e. Recognizing and carrying out the interests and demand of various groups. Examples : Nigeria Labour Congress (NLC), Nigerian Union of Teachers (NUT),. Nigerian Medical Association (NMA)
f. Protect the rights of its citizens. That is the right to life, freedom of speech, freedom of movement, right to own property, right and vote and be voted for, etc.
g. Formulating laws and policies.
Presentation Steps :
Step 1 : The teacher revises the previous lesson with the learners by asking them questions orally.
Step 2 : He/ she introduces the new topic by asking learners to , ” Identify the features of a state.
Step 3 : The teacher then state the functions of a state
Step 4 : Explains the various roles played or carried out by a state.
Evaluation :
